[Incubator] Committer Responsibilityes Guidelines template samples are out of date

While working on pgRouting incubation, we notice all the examples in the
Provenance Template

https://wiki.osgeo.org/wiki/Committer_Responsibilities_Guidelines

namely the examples GDAL, MapServer in the purpose section refer to SVN
access which is long gone.

The last link page for GEOT gives a 404.  Is it okay for me to correct
these?
