[Incubator] Committer Responsibilityes Guidelines template samples are out of date

Done.  I also changed commiter to committer cause it showed as a typo in my browser. Wasn’t sure if that was just a Canadian spelling or not.

The last link page for GEOT gives a 404.  Is it okay for me to correct
