[Incubator] MovingPandas step 1

Dear Incubation Committee,

I would like to ask permission to list my project "MovingPandas" on the
OSGeo website in order to share my work with more people.

The project provides data structures and analytical functions for movement
data and is built on GeoPandas.

The repository is located here:
https://github.com/movingpandas/movingpandas released using BSD-3-Clause
license.

Futhermore, MovingPandas is the basis for the QGIS plugin Trajectools
(https://github.com/movingpandas/qgis-processing-trajectory).

As far as I can see, I already have the rights to create project pages, so
I'm just asking for your permission to go ahead.
