[Incubator] motion result: accept EOEPCA as an OSGeo Community project

I've updated the OSGeo project page at [3] to identify OSGeo Community project status.

The EOEPCA team is encouraged to use the OSGeo Community project logos in [4] on their website/documentation/etc. as desired.
