[Incubator] motion: accept EOEPCA as an OSGeo Community project

Hi all: as per [1][2][3], I make the motion that EOEPCA is accepted as
an OSGeo Community Project.
We need 50% of the committee to cast votes [4]; I’ve included the
current membership below in [5].  The vote will stay open until
2024-07-08 (14 days from today).

I will start with my +1.
