[Incubator] Request to add LUE to the OSGeo list of projects

Hi Jody,

We have included information about how we handle copyright / licensing 
of LUE contributions to the relevant section in the docs:
https://lue.computationalgeography.org/doc/contribute , reachable via
https://github.com/computationalgeography/lue/contribute

We have also created a project page on the OSGEO Wordpress site. Except 
for the logo which we don't have yet, the page should be ready to be 
published.

I assume that we can update information if things change over time (like 
when we finally create a logo). Is that correct?
