[Incubator] motion: approve Geogirafe recommendation for OSGeo community project initiative

Hi Folks,

30th April has flown past, and I am just getting to this now! Such is life.

We've only had 5 votes, and we need 7 to achieve quorum.

I will extend the motion and leave this open for another week (to 14th 
May).

Please vote!

As a reminder, Voting consists of +1 (approval), +0 (slight agreement), 
-0 (slight disagreement), -1 (against).
