[Incubator] Oskari from Community to Project

Hi,

In February I emailed this list about  moving Oskari from OSGeo Community
to OSGeo Project. I was asked to reach out to Oskari's mentor, Arnulf, which
I did. After his initial reply in February we were unable to connect again;
we had planned to review the application once more to confirm Oskari is
ready for the  Incubation Committee vote.

Could you please advise or let me know the next steps?
