[Landsat-pds] Adding archival CONUS data to s3://landsat-pds

Hi Jed,

I started pulling in archival L8 data after we last met. I had to stop the
process due to bandwidth issues on USGS's part. I can restart the
ingestion, and prioritize CONUS.

Do you have a list of scene ids handy?
