[Landsat-pds] Adding archival CONUS data to s3://landsat-pds

Aim is to  get both L8, but also previous Landsat Scenes accessible.
I can look to have a prioritized list of all SceneIDs created. Would that be of benefit?

Hi Jed,

I started pulling in archival L8 data after we last met. I had to stop the process due to bandwidth issues on USGS's part. I can restart the ingestion, and prioritize CONUS.

Also, please let me know if you have any immediate use for this data. I’d be very interested to learn what people can do with this.
