[Landsat-pds] Why are some Landsat 8 scenes missing?

There seems to be the occasional scene missing in this whole naming change
process.

E.g. For tile 092082 most recent on AWS is 20 May 2017 (
https://landsatonaws.com/L8/092/082/), but there was a capture on 15 June
2017 available for download via USGS Earth Explorer. It may be a low
priority area as is low population but we have clients out there looking at
farmland.
