[Landsat-pds] Why are some Landsat 8 scenes missing?

Hi Ben,

Thanks for the note. I've poked around and found that we did ingest the
June 15, 2017 acquisition of this scene on June 29. It's product id is
LC08_L1TP_092082_20170615_20170628_01_T1. You will also see the RT product
was ingested on June 15. Please find them at these S3 locations:

aws s3 ls s3://landsat-pds/c1/L8/092/082/LC08_L1TP_092082_20170615_
20170628_01_T1/
aws s3 ls s3://landsat-pds/c1/L8/092/082/LC08_L1TP_092082_20170615_
20170628_01_RT/

It's unclear to me why these scenes do not appear in the landsatonaws.com
interface. Though Planet is responsible for the pipeline that ingests
scenes, the website is managed by AWS's Open Data group. Joe Flasher is
cc'ed to see if he can take a look.
