[Landsat-pds] Why are some Landsat 8 scenes missing?

Hi Ben, Amit is right that this is most likely an issue with landsatonaws.com<http://landsatonaws.com> itself, which is a demo showing off a possible serverless data viewer and isn’t always 1:1 with what’s in the landsat-pds bucket (though ideally it is). I’ll take a look at the website and make sure it’s updating.

It's unclear to me why these scenes do not appear in the landsatonaws.com<http://landsatonaws.com/> interface. Though Planet is responsible for the pipeline that ingests scenes, the website is managed by AWS's Open Data group. Joe Flasher is cc'ed to see if he can take a look.

E.g. For tile 092082 most recent on AWS is 20 May 2017 (https://landsatonaws.com/L8/092/082/), but there was a capture on 15 June 2017 available for download via USGS Earth Explorer. It may be a low priority area as is low population but we have clients out there looking at farmland.
