I imagine where there is only a single return for a pulse, that single
return will be considered as both the first return and the last return.
  You're probably only eliminating points where there is more than one
return for a pulse.

As a rule of thumb, you tend to get something like 90% single returns,
9% 2 returns, 0.9% 3 returns, ...  Obviously this will vary based on the
terrain and the system.
