I'm +1 for giving the developer the option of being strict or loose on
keeping to the standards.
On loose interpretation, it should pop up a flag that the file is out of
spec but continue loading if possible.
If you decide to keep it strict only, there should most definitely be a
utility for patching the file back into standard. This will insure that the
user can continue using the software.
Many users get las files from third parties and will not know where the data
came from or how to fix it.
