We have the minor problem that we have a LIDAR system producing LAS 1.3
(albeit the one-file variant), so we need to handle it somehow :/  From
our point of view, it'd be nice if it were part of libLAS but it doesn't
have to be, particularly if it doesn't fit into the design.

And, yes, we'll release anything separate we write.
