Well, maybe (just guessing) it is because the legend is not automatically
cascaded when passing through QGIS Server.

You can try workaround the problem in two ways, in WMS layer properties (in
QGIS):

*) set the legend URL (from the remote service) in "legend URL" in the
"QGIS server" tab
*) set a "legend placeholder image" in "legend" tab
