[Local-chapters] Spanish LC elections 2011

Hi LC list,

This is just a message to inform you that the process to add new
charter members[1] and renew the Board of Directors[2] of the Spanish
Language Local Chapter has just started. We move in the same fashion
more or less than the Foundation. We've not beer really active lately
apart from the usual (great) support on mailing lists.

Hopefully new blood will mean new ideas and momentum to improve as a LC.
