2.4 rc1 Announcement

Hi there,
I added a new 'announcement' to the mapbender.osgeo.org site. I have no
idea what effect this will have but supposedly this is fed into all kinds
of news readers. This is basically what we need, a download link, link to
install instructions and the online URL.
