More or less, since he can only save wmc from his current set of wms.

It's just that the functionality of adding any wms(-url) to the gui 
might not be in the user's
security context (so module addWMS is not in the gui), whereas loading and
saving wmc with the wms-services that lie inside his security context is 
very
valuable (modules load/savewmc are present in the gui). At the moment 
this is not
possible because there is a dependancy of loadwmc with addWMS.
