[Mapbender-dev] motion: establish jQuery as default Javascript library

Hi all,

I think we need jQuery to implement features with more look & feel and if it's 
not possible to use a wrapper (as we use it for Ajax), we should use jQuery as a 
default library in mapbender.
So I second the motion.
