[Mapbender-dev] documentation

I'm going to move the documentation in the SVN to the release branches 
folder, because different versions of Mapbender have different APIs.

Now, "documents" is a folder under "trunk". This is not enough.

I stumbled over the problem because I want to check in the automatically 
generated documentation  as part of a build process.
