[Mapbender-dev] API documentation

Hello,

I did some basic work on the API documentation, like cleaning up, 
rearranging the folder structure and blocking some unwanted folders. The 
result is quite good imho, we should continue to work on it and complete 
it until FOSS4G 2010.
