[Mapbender-dev] Cleaning up

I'm in the process of cleaning up the http directory. I plan to move the 
refactored files to the plugins folder. These are the modules which are 
included as jQuery plugins and automatically make use of the API.

I will inquire about certain files at random. Please let me know if you 
need this file

mod_changeEPSG_dynamic.php

I assume it is deprecated and will delete it unless someone stops me.
