you can subscribe to this list by sending an email to 
users-subscribe at mapbender.osgeo.org and following the instructions of 
the confirmation email sent to you.

Which version of Mapbender are you using (please always specify the 
version number).

There are several potential error sources, depending on your 
architecture. Sometimes the Mapbender server cannot access any service 
outside of the local architecture because it is not allowed to use a 
proxy. If all the WMS that you could upload are inside your domain this 
would be a first indicator.
