Hello Melvin,
PostgreSQL is not included in the ms4w package. You have to install the
PostgreSQL database.
You can get an installer at:
http://www.postgresql.org/download/windows
Then you can follow the instructions to create the database and fill it
with the Mapbender tables:
http://www.mapbender.org/Installation_en#PostgreSQL_database
Notice: add -U postgres to the commands that you find in the Mapbender
Wiki (it means send the command as user postgres)
