you need to enable the correct php-modules in your php.ini, in this case php5-pgsql (and others!)

There are several steps you have to follow to get everything running.
Or try the Osgeo-live http://live.osgeo.org/ which has a running version of mapbender in an ubuntu environment. Works from DVD, USB-Drive or Virtual Machine (e.g.
Virtualbox, vmware...)
