Hello,

you should download the last Mapbender3 Version 3.0.3.2 from

http://mapbender3.org/builds/

You can go to your parameters.yml and change the language here. The 
default locale is english.

     # locale en, de, it are available
     fallback_locale:   en
     locale:            de
