[mapguide-internals] PSC: Trac/SVN Pre and Post Commit Hooks

I wonder if people will accumulate a series of 'blanket' tickets that  
they can use for minor commits :)

I'd like to encourage having tickets for commits, but I also know  
that the process can be onerous and cause a lot of churn in the  
ticket system for minor issues.

Not sure what the options are though ... can the pre-commit be made  
non-mandatory (i.e. only applies IF a ticket is mentioned)?  Can they  
be made to automatically hook to a single ticket if no ticket is  
mentioned (i.e. we'd open a 'general maintenance and minor tweaks'  
ticket and commits without a number would be put against that?
