Back in the Collabnet days, we did enforce ticketed commits.  I think it
does make it easier to "track" what's going on.

I am contemplating enabling the trac SVN pre/post commit hooks.

The post hook is a no brainier because it simply allows commit messages
to include comments that auto-magically update tickets (e.g. the comment
"Fixes #22" would actually mark ticket #22 as fixed).

The pre hook is a bit more controversial, as it would require that all
SVN commits have a ticket associated with them. Is that something we
want to enforce?
