[mapguide-internals] Context menu localization

Hi friends, still worlking on spanish localization. It looks like it is not
possible to localize built in command labels. Am I missing something? I
would like to have context menu in spanish.
On the other hand, help html files have to be edited one by one. It would be
possible to have templates to be filled with text in an "en" file? Like text
at buffer or measure menues where texts are in an "en" file.. Working with
files like this ones is faster.
