[mapguide-internals] custom symbols for line and area rendering

Highway shield support would be huge..... So would dynamic segmentation
based labeling. Meaning, something like mileposts or stationing labeled at
a set increment from the beginning of a line, composite line or related
lines.

FYI - The plan is to roll out in stages fairly sophisticated symology
support, with the ability to define simple symbols in XML, composites of the
simply symbols, etc. The first target will be using them for point features
and linear labeling (e.g. highway shields, etc).
