[mapguide-internals] RFC 14(CartographicStylizationEngine)comments

Mostly graphics quality, but interactivity too, especially with the ability to rewrite the SVG DOM with javascript, add hyperlinks to objects, etc.
 
All way too slow in the viewers I tried though, and SVG support seems to be languishing in general.
