[mapguide-internals] Trac Notifications

To notify folks of new tickets entering the system it looks like I'll 
need to set this field in trac.ini:

smtp_always_cc	
- Email address(es) to always send notifications to, addresses can be 
see by all recipients (Cc:).

or it's _bcc cousin.

However that implies that everyone on the list will get notified of any 
and all ticket changes. There does not seem to be any way to limit it to 
ticket creation.
