[mapguide-internals] CS php files in mapagent folder

Hi all,

There are a bunch of coordinate system-related PHP files in the MapAgent
folder, which I assume are just for testing?

I would see value in being able to perform these functions through the
MapAgent (with JSON output?).  I also think that this IIS configuration
may need to be updated, as these test functions did not work properly
for me until I mapped PHP to the correct location.
