[mapguide-internals] improving support for scaled datasets

As far as i can tell, mapguide is scale agnostic when it comes to data.

a couple of ideas / questions ?

It is possible to use the current map scale as part of the layer filter?

Allowing a single feature source to contain the same dataset or rasters
at different resolutions with defined scale based resolution selection?
