[mapguide-internals] Motion: MapGuide RFC 51 Raster Re-projection

Hi PSC,

With the review and discussion of RFC 51 complete I motion that we vote on it:

Note that there were some offline discussions that changed the way the "triangulation" worked.  The triangles are now calculated on the target coordinate system, where as the originally proposed algorithm did it on the source.

Since it is the weekend, let's close voting on this on Aug 26th 4pm MST.
