[mapguide-internals] PATCH: Fix for #163 (WebStudioHasLayer and Map Preview Dependancy on 'mapviewerphp' Option)

This mailing list has some rather strict restrictions on content type.
If the email client sends the attachment as text/plain it _should_ get
through, but I've seen these sent with different content types depending
on the client.

In short, it's a lot easier just to attach the patch...
