[mapguide-internals] Patch for build.bat

yup... default installation target ... no change to exising behavior....
except the use of existing java and ant home
the default destination might need updating for 2.1 at some point.
running the server from the build directory never worked for me somehow
probably due to the relative paths.
in the default location the installation can be refreshed from the
installer easily....
seemed like a good approach for a devel environment.
