For the case of Google base maps, a unique key is required that works specifically on your site. If you choose to use this feature on anything other than a localhost server, you'll need to obtain such a key from Google, and in so doing you will need to declare that your site meets the required criteria. The RFC simply enables the technology. It will be up to the site administrator to ensure that she complies with any requirements laid out by the commercial map vendors.

as nearly all mapguide sites annoyingly require a password, even for
anonymous access,
doesn't this break the terms of service for some commercial providers?
