[mapguide-internals] SDK build profile

There are clear cases where the source code under MgDev/Common (and possibly
others) has uses outside of MapGuide (without server/web dependencies), yet
looking at the source code from the above links, they all seem to be
informally referencing bits and pieces from the MG source tree.

It would be nice to have an additional build target that produces a package
consisting of the headers, libs, and dlls from MgDev/Common and any of its
dependencies (FDO, etc) in effect, creating a formal desktop SDK
(http://trac.osgeo.org/mapguide/wiki/Future/DesktopSdk)

Thoughts?
