[mapguide-internals] MapGuide RFC 71 for review

Yes that sounds easily doable.

It is the sub-selection highlighting where people seem to have wildly
differing opinions on possible implementation. Without a consensus on a good
implementation (because I did not scope this part for this RFC, and I we
haven't heard any input yet from Autodesk devs on this part), I would prefer
to leave this aspect for another RFC.
