[mapguide-internals] Please review patch for ticket #1026

Hi all,

     I've attached a patch UpgradeWeblayoutSchema.patch for fixing ticket #1026.  http://trac.osgeo.org/mapguide/attachment/ticket/1026/UpgradeWeblayoutSchema.patch.
   It upgrades WebLayout<http://trac.osgeo.org/mapguide/wiki/WebLayout>.xsd from 1.0.0 to 1.1.0 and add a new element <EnablePingServer<http://trac.osgeo.org/mapguide/wiki/EnablePingServer>>. This element will be set in MapGuide<http://trac.osgeo.org/mapguide/wiki/MapGuide> Studio to turn pinging server on/off for Ajax Viewer.
