[mapguide-internals] RE: Motion RE Sandbox access?

Sandboxes are just that, a place to experiment. No need for RFC's or Tickets 
for stuff submitted to them. However as Jason pointed out, when code is 
promoted from Sandbox into the trunk or an official branch, then RFC's 
and/or tickets are required.
