[mapguide-internals] Installer - work in progress

Currently it's just a setting in the wix installer that prompts for a reboot.
<br><br>But I've noticed in test runs with the reboot requirement disabled, that the mapguide server will refuse to start, claiming it can't find the CS dictionaries, even though I have set the MENTOR_DICTIONARY_PATH environment variable.
