If all your data is in the same system, that's right you will not run into any coordinate system conversion
I don't know about Proj4 but the CsMap comes with most all the grid files that are allowed to be redistributed to avoid having users go after the various agencies to get them
A few grid files are missing like in Canada because the rights were never granted

Oh, OK.

So these are the files that are required when displaying feature sources with different datums in the same map?  That would explain why I haven't run into problems with this; we got rid of the last of our NAD27 data far before I started at the City. 

I'm working on getting these packaged up into the MapGuide installer.

I believe that this addition will inflate our installer size considerably.   I wonder if we should look at some kind of alternate strategy in the future, such as making a CS-Map install package a prerequisite for MapGuide.  That way we could bundle CS-Map in our official releases, but not in our weekly builds.

Any idea why it was so small before; were we not supporting shifts in PROJ.4?

If you use only coordinate system that never use any grid file that will work, but there are many system that use grid files in this case you'll need all the .gdc files and the grid files themselves. That's a lot of data to download but what is absolutely required for someone will be very different for someone else

Most North American users will use systems that need the grid files inside:

Sure, an installer is more work but I wanted to post a compiled zip file on the Cs-Map site and got carried away with other things along the year. The zip file would likely be around 200MB. Maybe a bit more

To keep download time reasonable, I'd like to only include the compiled dictionaries (or whatever is absolutely required for MapGuide runtime).  I believe that all that's required are:

  *.csv
  *.mrt
  *.csd

Is this correct?

For users that want to mess around with their coordinate systems, I'd like to help to create a CS-Map SDK windows installer once the MapGuide one is out of the way, including all of the code, compiled dictionaries, update utilities, docs, etc.

The csv file is needed, that's the mapper for the EPSG and WKT engine, editable by the end user
The unneeded files in the installer, that come from http://svn.osgeo.org/metacrs/csmap/trunk/CsMapDev/Dictionaries/ are:
- the 5 asc files: coordsys.asc, datums.asc, ellipsoid.asc, mreg.asc, category.asc
- CS_COMP.c
- CS_DictDiff.c
- Compiler.mak
- Compiler.nmk
- Compiler.vcproj
