[mapguide-internals] Announcing MapGuide Projects

I think the first and last are no brainers, would question the second.
Too much potential for favouritism, etc. Would run non-release
announcements past -internals. Something like "if no objections in
next 24h"? I think releases of Maestro, LiveDVD, officially
sanctioned stuff don't really need approval.
