[mapguide-internals] Ajax viewer BaseLayer group visibility enhancement

Motivation Actually a baseGroup is declared as visible even if all of its
layers are not visible at the current scale. This is causing extra overhead
and it request unnecessary tiles. I've include a small patch that fixes that
issue. With this patch, a basegroup is declared visible if it is checked
visible and all of its layers are visible at current scale
