[mapguide-internals] New committer: Arthur Liu

I received a request to add Arthur Liu as a committer (Project Developer) to the MapGuide Open Source project.  After passing this by the current developers/committers and the PSC, we decided to add him.

Arthur has shown that he knows which parts of MGOS he can comfortably work in, and he is capable technically.  At Autodesk, he is part of the MapGuide development team so it would make it easier for him contribute if he has full access.  He has been working on MapGuide for about 10 months now.
