Yes. A hard coded registry setting is checked if MENTOR_DICTIONARY_PATH is not set.

Perhaps they hard-code the location of cs-map binaries under common
files or something?
Just because we can, doesn't mean we should. Another configuration
point means more complexity in troubleshooting, more stuff to clean up
pre/post install, and more difficulty supporting SxS installs.
